The Energy Policy Division of the Indiana Department
of Commerce and the U.S. Department of Energy have many
specific grants and programs available for businesses
engaged in environmentally-friendly energy and recycling
efforts as part of their business plan, as well as grants
for other businesses which wish to become more energy
efficient or that need help with pollution control/prevention.
Alternative Fuel Transportation
Program
Businesses, non-profit institutions, and units of local
government may apply for grants of up to $10,000 for projects
that promote alternative fuel vehicle use in Indiana.
Grant awards of up to 80% of the incremental cost of purchasing
or converting to alternative fuel vehicles are also available.
Alternative Fuel Vehicles Infrastructure
Grant
Designed to help underwrite the costs of developing refueling
sites for clean-burning, non-petroleum powered vehicles.
Grants of up to $30,000 are available.
Alternative Power and Energy Grant
Program
Designed to enable businesses, non-profit institutions,
and units of local government to install and study alternate
and renewable energy system applications in areas like
power generation, heating, and cooling. Grants of up to
$10,000 are available, matching funds required.
Biomass Energy Program
Awarded annually, encourages Indiana industries to develop
and use biomass energy technology. Promotes production
and use of fuels made from agricultural and forestry products,
and municipal solid waste.
Clean Cities
Promotes the use of alternative fuel vehicles and the
development of a refueling infrastructure. Aids in the
development of public/private partnerships to aid communities
in cleaning their air and in complying with the Clean
Air Act of 1990 and the Energy Policy Act of 1992.
Compliance and Technical Assistance
Program (CTAP)
Done through the Indiana Department of Environmental Management
(IDEM). Its purpose is to assist regulated entities in
achieving compliance while maintaining confidentiality.
Duties include the following:
- Providing assistance to new and existing businesses
and small municipalities in identifying applicable
environmental rules and regulations and permit requirements
- Develop and distribute education materials regarding
environmental compliance
- Provide public outreach and training sessions in
cooperation with businesses
- Provide technical assistance including pollution
prevention and recycling

Distributed Generation Grant Program
(DGGP)
Designed to enable businesses and institutions to install
and study alternatives to central generation such as fuel
cells, micro-turbines, co-generation, combined heat and
power, and renewable energy sources.
Energy Policy Division of the Indiana
Department of Commerce
Provides assistance in energy efficiency, alternative
energy, and recycling market development programs. Also
provides access to federal and state funding programs
and other resources. Businesses and industries within
the state are eligible for assistance.
IDEM Brownfield Environmental Assessments
Goal is site seeing to identify environmental issues.
Helps communities in putting brownfield properties into
productive reuse.
IDEM Voluntary Remediation Program
(VRP)
Provides any site owner or prospective owner a mechanism
to cleanup contaminated property. Once the cleanup is
finished, IDEM will issue a Certificate of Completion
and the Governor's Office will issue a covenant not to
sue. The program facilitates the sale and reuse of industrial
and commercial properties.
IDOC Community Development Block
Grant (CDBG) Brownfields Program
Goal is to facilitate the reuse of brownfield properties
by using funds to bridge the current financial gaps
facing communities in their redevelopment efforts. Assists
projects in the completion of site preparation activities.
Eligible activities include:
- Environmental remediation
- Demolition
- Building rehabilitation
- Public infrastructure
- Reuse planning
- Related professional fees
Administered by the Indiana Department of Commerce.
Indiana Coal Research Grant
Program
Designed to help Indiana businesses and research institutions
conduct coal research projects that promote efficient,
economical, and environmentally responsible uses for
Indiana coal. Eligible research areas include:
- Advanced power generation systems
- The production of fuels and chemicals from coal
- Coal use in the steel industry
- Systems for reducing coal wastes
Industrial Energy Efficiency
Audit (IEEA)
A company seeking to reduce energy costs may apply for
a grant to offset 80% of the cost (up to a maximum of
$5000) of an energy audit. Available to manufacturers
with SIC codes 20-39 that have fewer than 100 employees.
Industrial Energy Efficiency
Fund (IEEF)
Helps existing businesses increase the energy efficiency
of their manufacturing processes. Loan may fund 50%
(up to $250,000) of the purchase and installation costs
of energy efficient equipment.
Innovations in Source Reduction
and Recycled-Content Products
Grants available to assist individuals, businesses,
universities, and institutions in undertaking research,
development, and implementation projects that promote
the economical use of secondary recycled materials or
provide source reduction in manufacturing processes.
Projects must address innovative research and development.
Up to $100,000 is available per applicant, not to exceed
50% of eligible project costs.
National Industrial Competitiveness
through Energy, Environment, and Economics (NICE3)
Federal grant program designed to improve energy efficiency,
promote cleaner production processes, and improve the
competitiveness of industry. Grants are awarded annually
by the EPD.
Public Facility Energy Efficiency
Program Loans (PFEEP)
Available to school corp., political subdivision, or
a public library that is seeking to reduce energy costs.
May apply for a loan of up to $100,000 to help identify
and/or implement energy efficiency measures.
Rebuild America
Sponsored by the U.S. Department of Energy, it is designed
to help communities renovate buildings and improve energy
efficiency.
Recycled Product Marketing Grant
Available to enhance the marketing of recycled-content
products, including the development or implementation
of the marketing plan. Program is available to small
businesses with fewer than 100 employees that manufacture
a value added recycled-content product.
Recycled Product Purchasing
Grant
Available to assist in the purchasing of recycled-content
products as trial/demonstrations. Local government entities
are eligible for the grant.
Recycled Tire Product Marketing
Program
Provides grants to businesses involved in the manufacturing
of a product that uses scrap tires as a feedstock. Businesses
that operate in Indiana or will because of the project
are eligible.
Recycled Tire Product Procurement
Program
Provides grants to state and local governments for the
purchase of scrap tire products. Government entities
are eligible.
Recycling Promotion and Assistance
Fund (RPAF)
Provides zero interest loans to businesses that process
recyclable materials into a manufacturing feedstock
or that manufacture products from these feedstocks.
Up to $500,000 is available per applicant for equipment
costs, not to exceed 50% of eligible product costs.
Renewable Energy Demonstration
Grant
Intended to promote public awareness of renewable energy
applications. Projects funded must involve the use of
proven renewable technologies and must have a high degree
of public visibility.
RPAF Attraction/Expansion for
Priority Materials
Loans of up to $1 million are available to large, successful
recycled-content product or feedstock manufacturers
using priority recyclable materials.
Scrap Tire Market Development
Research and Prototype Grant Program
Provides grants to support research on new products
or machinery for handling scrap tire recycling. Indiana
businesses that manufacture at least 51% of their product
in Indiana and have less than 50 employees are eligible.
Three R's Assessment
The Reduction, Reuse, and Recycling Assessment grant
enables manufacturing and commercial businesses to apply
for a grant to assess their facility's source reduction,
recycling, reuse and/or use of recycled-content materials.
Tire Derived Fuel Testing Grant
Program
Provides grants to develop fuel uses for scrap tires.
Businesses that operate in Indiana are eligible.
